you apply or attempt to apply for a farm loan or benefit
program with USDA between January, 1981, and December,
1999?

Do
you feel you were not treated fairly by USDA officials
in the application process because you are Native
American?

Did
you complain to USDA or Tribal Officals about the
discrimination?
Complaints could be in either written or verbal form
and must have been about racial discrimination or
bias.
