Tribal Business Council Regular Meeting-January 22nd & 23rd, 2001 Action

Tribal Business Council of the Three Affiliated Tribes approves the Gaming Commission/Surveillance Department Interim Procedures
The Tribal Business having previously approved the transfer of Supervision of the Surveillance of the Four Bears Casino and Lodge to the Gaming Commission on November 21, 2000 pursuant to #00-08-MWJR .
However, there needed to be procedures set in place to make this change to be set in place for the transition period to take place as the Surveillance Department was formally under the supervision of the General Managers of the FBC&L.  Both of the General Manager's supported the transfer of the department.
Constitution Amendment Resolution to increase TBC members to nine (9) members. Tabled until the February 8, 2001 Regular Meeting.
The concept of the Amendment was discussed by the Tribal Business Council which was as follows:

  1. 2002 Election there will be two additional council members elected (1) Treasurer voted upon at large by the membership and (1) Secretary voted upon at large by the membership;
  2. Vice Chairman of the Tribal Business Council would be appointed by the Tribal Business Council upon the November 2002 Organization Meeting.
Two issues were discussed:
1. Who would vote for the Vice Chairman appointment?
a. Would it be the six  (6) representatives only or the full body of nine (9); or
b. Would it be the full  (9)  elected tribal council  including the Chairman,  Treasurer and Secretary.
2. Mr. Randy Phelan, Mandaree Representative, requested more time to take this back to Mandaree Segment for their comments or concerns on this issue.
Therefore this action item was tabled until February 8, 2001.
During my 1998 Campaign the Four Bears Segment requested an increase in members of the TBC, therefore, I presented this resolution.  My first resolution was presented on March 7, 2000 Regular Meeting, to increase the TBC to 13 member council, two (2) representatives per segment, but this resolution was soundly defeated; the vote of 2 for 3 opposed 2 abstentions.
