Regular Meeting held on January 11, 2002

PRAYER SERVICE HELD FOR THE LATE CHRISTOPHER KIP QUALE ON JANUARY 11, 2002
The Three Affiliated Tribes held a prayer service for the Late Mr. Christopher "Kip" Quale, who departed this world on January 11, 2002. Mr. Quale, was the Lead Attorney for the Legal Department of the Three Affiliated Tribes.
The prayer session was held in the New Tribal Chambers and was conducted by Mr. Malcolm Wolf, North Segment Council Representative of the Tribal Business Council.
Mr. Wolf permitted each Council Member to say a few words in honor of Mr. Quale. When my turn came, I spoke of the history that I had been able to share with Mr. Quale. In 1986 I was hired by "Kip" and the Tribe as Librarian of the Legal Department for the summer, also when I was hired by the Tribe in 1991 as the TERO Director, Mr. Quale gave me free Legal Advice for nine (9) months, from his office in Dickinson, North Dakota, as he was not employed by the Tribe at that time. And the Tribe was without legal counsel. So again, it showed his heart was always truly with the Three Affiliated Tribes.
I also spoke of the countless hours that he put in during the evenings and weekends over and above the normal forty (40) hour work week.

CHRISTOPHER QUALE HONORARIUM GIVEN TO THE QUALE FAMILY
The Tribal Business Council formally approved the donation of a $500 honorarium to the Family of Mr. Christopher "Kip" Quale.  Mr. Malcolm Wolf Family personally donated a Pendleton to the Quale family.
Also, Mr. Al Nygard and Family donated a $250 Check to the Quale family to cover the cost of the Four Bears Community Building where the Wake and funeral services are to be held on January 14 and 15, 2002.

TRIBAL ENROLLMENT PRESENTS FIFTY EIGHT (58) APPLICATIONS FOR FORMAL APPROVAL OF THE TRIBAL BUSINESS COUNCIL
Mr. John Charging, Director and Tana Dixon, Assistant of Tribal Enrollment, presented fifty-eight (58) applications for formal approval to Enrolled Members of the Three Affiliated Tribes.
Pursuant to Tribal Resolution #02-01-MWJR, which states in part:
"WHEREAS, According to the Article II, Sec. I: Membership of the Three Affiliated Tribes shall consist of :

  1. All persons whose names appear on the membership of the Tribe as of October 2, 1974.
  2. Any person born before the effective date of the amendment and to any member of the Tribe who was a resident of the reservation at the time of birth of said person.
  3. All persons at least 1/4 degree Indian blood of a federally recognized tribe, provided that at least 1/8 be of the Hidatsa, Mandan, or Arikara Tribe.
TRIBAL BUSINESS COUNCIL APPROVES A TRIBAL VEHICLE FOR THE ENROLLMENT DEPARTMENT
Tribal Enrollment made a request to the Tribal Business Council for a Tribal Vehicle for the daily local transportation between the Tribal Offices, to provide better service to the membership of the Three Affiliated Tribes. Funding for the Tribal Vehicle to be allocated from the Tribal Enrollment Budget.
