General
Assembly of Tribal Employees Held on June 22,
2001
The
Tribal Business Council hosted a informal General
Assembly with the Tribal Employees of the Three
Affiliated Tribes at the Event Center of the Four
Bears Casino and Lodge there were over three hundred
and thirty employees in attendance. A meal was
served and awards were given out for years of
service.
The Tribal Business Council members in attendance
said a few words about the meeting and the expectations
of being a Tribal Employee.
I Spoke on the issues that the Directors of the
Tribe face in the day to day operation of the
their program and on the financial issues.
I informed the Tribal Directors that they needed
to have the authority given back to them that
was taken away by the passage of #93-33-JJR
passed on March 11, 1993 which states:
"That
the full Tribal Business Council shall do the
Selection, Appointments, Termination and Dismissal
of any and all Employment Positions, whether the
positions be Permanent, Temporary, Part-time,
Full-time and/or on a contractual basis with the
Three Affiliated Tribes;".
I
needed to speak on this issues, since I feel that
it hinders the directors and administrators in
performing their duties and responsibilities and
it has created a circumstance in some cases where
some directors feel that they must have all decisions
brought forward to the Tribal Business Council
for action. So if was rescinded, it would give
back the authority that directors and administrators
have lost. In returning authority to the
Directors of the TAT, I feel that trust would
be gained at the same time from the directors
and employees as well.
The Other issue that I more less responded
to was the finances of the Tribe, wherein the
other speakers spoke of overall over expenditures
due to many employees and consultants.
I felt it necessary to speak of the need to be
aware that we are in the calendar year 2001 and
a number of things have changed since initial
contracting of the 93-638 programs from the Indian
Health Service and the Bureau of Indian Affairs.
If we followed through with lay-offs to meet the
budget shortfalls or over expenditures, we would
only be shifting the burden to the Social Service
Programs and the General Assistance roles. Therefore
