Commentary from Four Bears Segment -Continued

Business Council should appropriate and fund the
General Fund Budget with the necessary JTAC Funds,
just as the is presently done with the Docket
Funds are today.
The docket funds are also from judgment monies
s of the Federal Government, therefore placing
the necessary funding into the General Fund from
areas of the Education, Social Welfare, Economic
Development and the Other Tribal Government Programs
would meet the JTAC Legislation.
I also spoke of the term that I served as Treasurer
when I drafted FY-2001 Budget for the Tribal Business
Council, and I showed that the needs of the General
Fund Short fall was at ($10,418,740), which was
included in the November 30, 2000 Four Bears News.
In order to put things in perspective I also spoke
of the needed shortfall funding for the years
of FY-96 showed ($5,000,000), FY-97 showed ($7,000,000)
and FY98 showed ($11,000,000). However I expressed
that the new Treasurer would be making the recommendations
for the cuts if needed and that I would give him
that respect to do so.
Four Bears Casino & Lodge--Hotel Addition
Grand Opening held on June 29, 2001
The Four Bears Casino and Lodge held a grand opening
of the 57 Hotel Room Expansion and the Swimming
Pool at the Lodge Entrance.
The Tribal Business Council Spoke on the occasion
and the general managers followed suit with the
Project Manager Mr. Scott Eagle concluding the
informal speeches.
I congratulated the mangers and the project manager
for a job well done and the best wishes in working
toward more employment for the Three Affiliated
Tribes with this expansion.
I then let it be known that this expansion should
provide to our non-Indian visitors a information
understanding and historical perspectives of the
Mandan, Hidatsa and Arikara Nation with the location
of the Museum across the parking lot from the
new 57 room of the Lodge.
The Tribe has successfully provided approximately
four hundred (400) job opportunities that were
not available prior to the opening of the Casino
in 1993. That in itself is quite an accomplishment
and I felt more expansion would created more economic
development and employment.
I also spoke on the issues that comes up time
to time about the Four Bears Segment being the
recipient of byproducts of our location and being
the hub of the Tribe. Even though that is the
case the Four Bears Segment still has needs and
I wanted to express this thought.
However, the Tribal Business Council has afforded
the reservation and enrolled members which includes
the services that they have not taken credit for;
such as the Home Access Road Program, Aging Meal
Site Programs, Higher/Vocational Education
Funding, Economic Development Grants and Loan
program and others.
I have started this portion of the newsletter
to express more than just action of the TBC, but
Coyote Commentary is my own personal opinion and
should not be taken as the official position of
