"Bureau of Indian Affairs--June 10, 2002 Secretarial Election Results"

The July 2nd, 2002 opening ballots of the Secretarial Election held on June 10, 2002 to include the At-Large Voting of the determination of the Secretary and Treasurer of the Three Affiliated Tribes was voted down.
The yes votes tallied 276 and the no votes tallied 408, which will then leave the council at the number of seven and the continued appointment of the Secretary and Treasurer from among the Tribal Council Segment Representatives.
The results as posted by the Election Board Chairman, Angus Fox, Acting Superintendent of the Fort Berthold Agency states in it entirety:

CERTIFICATION OF OFFICIAL RESULTS
OF JUNE 10, 2002 SECRETARIAL ELECTION THREE AFFILIATED TRIBES FORT BERTHOLD RESERVATION

Pursuant to Article X of the Constitution, of the Three Affiliated Tribes Business Council adopted Resolution 01-215-MWJR. The issue presented to Tribal voters on the ballot was proposing a change in the Tribe's Constitution to increase the Tribal Business Council membership from seven (7) to nine (9), by adding two (2) elected officials, including a Treasurer and a Secretary to be elected at large at the General Election.
The Tribal Election Board hereby formally certifies the official results of the June 10, 2002 election by mail that was properly conducted pursuant to the Secretarial Election procedures set forth in 25 CFR 81 as follows:
Yes for increasing the number of Council membership…………..………………………………...276
No do not increase the number of Council membership………………………………………..…...408
As mandated by the procedure set for in 25 CFR 81, the validity and binding effect of the June 10, 2002 Secretarial Election is absolutely conditioned on the satisfaction of the requirement that valid ballots cast by a least thirty (30%) of the total number of duly registered voters.
The Tribal Election Board hereby additionally certifies that this requirement has been satisfied in this election by virtue of valid ballots having been cast by
700 of the total 1091 duly registered voters entitled to vote, in accordance with 25 CFR 81.
Any qualified voter, within three (3) days following the posting of the results of the Secretarial Election, may challenge the election results by filing with the Secretary through the officer in charge the grounds for the challenge,
together with substantiating evidence. If in the opinion of the Secretary, the objections are valid and warrant a recount or new election, the Secretary shall order a recount or a new election. The results of the recount or new shall be final.
