Executive Meeting held on July 16, 2002

Note for the Record the Tribal Council Meetings duly scheduled for July 11, 2002 and July 15, 2002 did not attain a quorum of five (5) Council members.
Therefore the TBC continued on with a Executive Meeting.
EXECUTIVE COMMITTEE APPROVES THE FUNDING REQUEST FOR THE MANDAREE SCHOOL EXPANSION PROJECT
The Tribal Business Council formally approved the Mandaree School Expansion in the amount of $2.7 Million taxable bond proposal, from Marshall Group formally known as Miller Schroeder for the Tax-exempt Bond Proposal with the final document complete with a resolution brought back to the full council on August 8, 2002.
EXECUTIVE COMMITTEE APPROVES CASINO RE-ORGANIZATION OF THE FOUR BEARS CASINO & LODGE
The Executive/Gaming Committee of the Tribal Business Council of the Three Affiliated Tribes formally approved the Four Bears Casino & Lodge -Reorganization plan.  Per the 4 Bears Casino & Lodge Reorganization Plan; which states in part:
"Pat Packineau will move to the position of Chief Executive Officer from the Marketing Director position. Pat has been employed with the Casino for 7 years and has recently completed the requirements for his Bachelors degree in Business Management. The following are the other changes to the organization chart and how it will affect the Casino in regards to expenses:
New Salaries:
Spencer Wilkinson, Jr. General Mgr. $85,000
Pat Packineau, CEO $60,000
Felecia Jarski, Director of Admin. $45,000
Rita Paige, Marketing Manager $38,746
Marketing Agency Quarterly Fee $10,000
Bonuses and/or Incentives:
Spencer Wilkinson, Jr. General Mgr. $20,000
Pat Packineau, CEO $11,334
Felecia Jarski, Director of Admin. $5,000
Rita Paige, Marketing Manager $5,000
The total of Salary Increases &
Incentives $89,834
The Total wage of the previous Co-General Manger was $90,000.00. The plan was to develop a re-organization and marketing plan and keep the plan under the wage of the previous Co-GM…."
EXECUTIVE COMMITTEE APPROVES  THE AWARD OF A NEW MARINA BUILDING OF FOUR BEARS CASINO & LODGE TO THE FORT BERTHOLD DEVELOPMENT CORPORATION
The Executive/Gaming Committee of the Tribal Business Council of the Three Affiliated Tribes formally approved award of the Contract for the Marina to the Fort Berthold Development Corporation. This building will be used for items other than Marina during the off season.
EXECUTIVE COMMITTEE APPROVES  THE AWARD OF THE FORT BERTHOLD JUSTICE CENTER IN THE AMOUNT OF $5,000,000 TO THE FORT BERTHOLD DEVELOPMENT CORPORATION
The Executive Committee of the Tribal Business Council recognized the April 26, 2002 Award Letter remitted to Fort Berthold Development Corporation dated April 26, 2002 by Al Nygard, Project Manager which states in part: "This letter authorizes you to proceed with construction of the Fort Berthold Justice Center."...
