of Ethics to be presented within 60 Days for review
by the Tribal Business Council for approval.
The Tribal
Business Council approved a motion to perform
the required implementation of an Ordinance Setting
forth what constitutes a cause for the removal
of a Council member.
Pursuant to Section 3. Of the Constitution and
Bylaws of the Three Affiliated Tribes As amended
IX. Effective July 2, 1986. Which states:
"Sec. 3. The Tribal Business Council shall,
within one (1) year of the date of this
section, enact an ordinance setting forth
what constitutes cause for the re- moval of a
Council member pursuant to Section 2 of
this Article."
This was follow up action the passage of the Tribal
Resolution #01-215-MWJR which the Proposed
amendment of Tribal Constitution and Bylaws which
would increase the Council membership from seven
(7) to nine (9) members.
This Code of Ethics was also called for during
the 1998 Election Campaign of the Tribal Business
Council and therefore I have informed Mr. Kip
Quale, Legal Department that I would assist in
any manner with the implementation of the Code
of Ethics. As it is still one of my commitments
that I prioritized for completion during my service
as the Four Bears Representative of the Tribal
Business Council.
JTAC II
Hearing Meeting Expenditure approved for $10,000--Senate
Committee on Indian Affairs
The Tribal
Business Council Approved the JTAC II Hearing
costs for the amount of $10,000 for the meal,
the honorarium for speakers and the other printing
costs of held at the event on August 30, 2001
at the Event Center of the Four Bears Casino &
Lodge. Budget was approved previously in August
9, 2001 meeting.
Tribal
Council Selects Steve Salveson, Chief Financial
Officer of Tribal Finance
The Tribal Business Council formally selected
Mr. Steve Salveson as the Chief Financial Officer
with the full authority to supervise the staff
of the Finance Department. As it was noted that
when he was first hired on he wanted to concentrate
on getting the accounting aspect caught up to
date prior to taking over the supervision and
full responsibility. However he is now prepared
to do so and has accepted the role of Chief Financial
Officer.
Mr. Salveson is a Certified Public Accountant
with over 17 years of experience as a CPA
and received his Bachelors Degree in Accounting
from Montana State University. Mr. Salveson left
a firm in Minot, ND to give the Three Affiliated
Tribes a hand at running our own accounting system
for our General Funds, Federal Funds and JTAC
Funds. Mr. Salveson, had been preparing such a
JTAC report since June 2001 to be presented to
Office Trust Funds Management.
Which, of course was recently delivered to Senator
Kent Conrad on August 30, 2001.
