Coyote Commentary from Four Bears Segment

Short History of the Four Bears Segment Representative Position of the Tribal Business Council

"The Office of the Four Bears Segment is a post that was created in 1986 by a Special Referendum Election held pursuant to Tribal Resolution #86-70-C which stated in part:

"WHEREAS, ...the substance of which amendments is characterized briefly as follows:

  1. The reduction of the membership of the Tribal Business Council from eleven (11) to seven (7) members, the establishment of an additional sixth voting segment, the return of voting for the segment representatives to the respective voting segments, and the provision for each voting segment to be represented by only one Council member.
  2. The procedure with which to be complied in the conduct of 1986 Tribal Business Council election.
  3. The requirement that any nonresident eligible vote of the Three Affiliated Tribes register to vote and cast his or her ballot at a segment polling place located on the Fort Berthold Reservation in order to vote in any Tribal Business Council election.
  4. The Establishment of a primary election in the Tribal Business Council election procedure.
  5. The Requirement that any candidate for a position on the Tribal Business Council be of at least 1/2 degree of Indian blood of one or more of the federally recognized Indian tribes; and.."
The amendment that was narrowly defeated was item 5. The 1/2 degree of Indian blood, which was nearly passed into law of the Three Affiliated Tribes.
All the other issues 1 thru 4 however, did pass and are now law.  Including the
establishment of an additional sixth voting segment,
Which We now know of as
Four Bears Segment, which elects the Four Bears Segment Representative.

I was elected in November 1998, therefore, being the fourth (4th) Four Bears Council Representative to serve on the Tribal Business Council, since the 1986 Constitutional  Amendment has taken place.
