Northern
Lights Apartment Complex Project to apply for
a USDA Loan
The Tribal Business Council approved the application
for a United States Department of Agriculture
(USDA) Loan pursuant to Tribal Business Council
Resolution #01-235-MWJR; which states in part:
"Whereas, The Three Affiliated Tribes is eligible
to apply for a loan from the United States Department
of Agriculture (USDA) Development, in the amount
of $2,507,000, to be used for the construction
of a community building in the North Segment of
the Three Affiliated Tribes, the principal term
of the loan is amortized over 30 years at
annual interest rate of 4.8750%; and
...Whereas, the Tribal Business Council has determined
that, based on the interest rate and long-term
payback of the loan, and in order to obtain the
necessary funding for the community center for
the North Segment…
Now Therefore, Be It Further Resolved, that the
Tribal Business Council hereby authorizes the
Chairman, Vice-Chairman, Secretary and the Treasurer
of the Tribal Business Council to execute the
aforementioned documents, as may be necessary,
on behalf of the Three Affiliated Tribes of the
Fort Berthold Reservation, and to further execute
such other documents as may be necessary to obtain
the aforementioned loan."
Tribal
Business Council of Three Affiliated Tribes Enrolls
four new applications to the membership.
Tribal
Business Council formally approved the Enrollment
applications received from the Tribal Enrollment
Office for Per Tribal Resolution #01-236-MWJR:
Joni Bolman, Danielle De La Rosa, Desiree De La
Rosa and Brayden Sanderson.
International
Projects Group (IPG) and the CED's Department
to present to the Communities an economic development
proposal.
The Tribal
Business Council directed Mr. Richard Thompson
of International Projects Group to present his
proposal to the six (6) Segments of the Three
Affiliated Tribes, for the receipt of input of
a Economic Development proposal that did not give
enough information to the TBC Meeting held, however,
it was suggested that he first present his proposal
to the communities for their input.
The proposal, as presented, required the deposit
of $10,000,000 into a separate account other than
the Office Of Trust Fund Management (OFTM).
It was stated by Mr. Thompson, that it was a requirement
of the due diligence process of the IPG to receipt
any grant monies. There was also a requirement
to remit payment of $1,000,000 for the services
rendered by the IPG, which was to be reimbursed
and no questions asked as these IPG Humanitarians
feel that they should remain a secret. If these
conditions were met then we would receive grant
money to build a Oil Refinery Plant and a Wind
Energy Development which are estimated to Cost
$200,000,000.
