Berthold Indian School Boards (FBISBA) Submit
Request to Continue Funding the Truancy Officers
for FY2002
The Tribal
Business Council formally approved Tribal Council
Resolution #01-240-MWJR; which states in part:
"Whereas, The Three Affiliated Tribes began a
process to assume responsibility for the provision
and quality of education services on the Fort
Berthold Indian Reservation by establishing a
Philosophy and Mission in education, and
Whereas, FBISBA at their Annual Meeting held at
the Radisson Inn, Bismarck, ND on September 1,
2001 passed a resolution of support for continued
funding and support of the Juvenile Truancy Officer
Program for a period of five (5) years through
the Fort Berthold Tribal Court, and
That the Tribal Business Council hereby authorizes
continued funding for a five year period for six
Juvenile Truancy Officer positions for each segment
in the amount of $32,259.18 per segment or a total
of $193,555.08 per year through FY 2007. JTAC
funds will be used to fund this program, and each
school will cost-share in the operational expenses.
Upon discussion it was noted that New Town Public
School District receives two (2) truancy officers
1 from Four Bears Segment and 1 from New Town/Little
Shell Segment. Also, the Resolution was amended
to state "Subject to the Availability of Funds".
Personnel
of the Three Affiliated Tribes Presents Draft
#1 of the revised Personal Policies and Procedures
The Tribal
Business Council formally received the Personnel
Policies and Procedures that were presented by
Personnel and Tom Dissellhorst, Legal of TAT.
The Tribal Business Council made the formal request
for this revision back in a Special Meeting Held
on May 31, 2001, which stipulated a September
30, 2001 timeframe for submission. The Tribal
Council took action to have the Draft #1 reviewed
by Tribal Directors/Administrators for their input
and be brought back to the Tribal Business Council
within 60 days for formal approval.
Tribal
Business Council formally Hires El Marie Conklin
as Chief Judge of Tribal Court of the Three Affiliated
Tribes
The Tribal
Business Council approved the hire of El Marie
Conklin as the Chief Judge of Tribal Court of
the Three Affiliated Tribes. Conklin a Graduate
of the University of North Dakota with a Law Degree
and has previously passed the North Dakota Bar
Association to practice Law within the State of
North Dakota. Ms. Conklin formerly served as the
Tax Commissioner of the TAT.

Keller
Paving and Northern Improvement provide Bids to
Pave the South Parking Lot of the Four Bears Community
Building
Bids to
be received until October 2, 2001 for the paving
of the south parking lot in the Four Bears Community
Building. The work was had prior approval June
28, 2001 during a Special Tribal Council Meeting.
