     Ellen Otterman, "Holy House Woman," is a member of the Flint Knife clan and is the
proud mother of three grizzly cubs, two sons and a daughter; Sonny (12) , Eyren (10) and
daughter Rudy (6). Ellen has an Associate degree in Business Administration with an
emphasis in Accounting and a Bachelor's degree in Psychology. Ellen also went to
graduate school for Counseling. She has to complete her thesis paper for her Master’s
Degree. Ellen has been working with our Tribal Child Support program since 2006. When
she first started, she wondered what she was getting into. Now that she's been in the
field awhile, she really has to wonder what she got herself into. In all seriousness though,
Ellen believes that field is tough...but also very rewarding! "Our tribal program does a lot
to assist families with the process of collecting financial support from the non-custodial
parent after the family structure changes. I realized that it’s not only the financial support
that helps the custodial families. It’s also very important to the non-custodial parent to
feel a part of their children's lives even though they may not be in the home anymore. I
hope that our program continues to be a positive asset to the families we serve. I know
child support sometimes is viewed as a negative, when in reality it's just about personal
responsibility, taking care of what was created in love...aho gowitz!"

     William E. Woods Jr. (Bill) is the Staff Attorney at the Division of Child Support Enforcement of the Three Affiliated Tribes in New Town, ND, and has been in that capacity for the last 5 years. Prior to his hire with the IV-D Child Support office, he worked as the Tribal Prosecutor for the Three Affiliated Tribes on the Fort Berthold Indian Reservation. Bill graduated from Minot State College in 1981 with a Bachelor’s degree in Criminal Justice, then attended law school at the University of North Dakota and received a Juris Doctorate Degree in 1984. After graduation, he moved to Parshall, ND, and set up a solo law office specializing in Tribal Law. In addition to his duties in child support, Bill is also the City Attorney for New Town and Parshall, ND, and an Assistant Mountrail County State’s Attorney. Prior child support experience on the Fort Berthold Indian Reservation includes running a North Dakota state funded Child Support Office in the 1980’s. Bill is married and resides in Parshall, ND, with his lovely wife, Rhonda (White Owl), with their cat (Mokie) and dog (Noel). Bill has three kids including step-son Jimmy (32), daughter Kristen (26), and son Derek (23) and a granddaughter Kylie (16 months).
