Location The Tribes will not trade tribal land within one half mile of the taken area unless the lands to be traded for are within one half mile of the taken area. The Tribes will not trade land adjacent to designated recreation areas. 2. Roads The Tribes will not trade parcels larger then ten acres adjacent to major public access highways unless the tract(s) being traded for are also adjacent to major public access highways. Prior to the trade being presented to the Tribal Business Council it shall be determined that the trade is in the best interest of the Three Affiliated Tribes. 3. Unincorporated Communities The Tribes will not trade parcels larger than two and one half acres in or near unincorporated communities. For the propose of this section in or near shall mean having practical access to public sewer and water utilities. Prior to presentation the Tribal Business Council the proposed exchange will be presented to the local community board. 4. Incorporated Towns Within an incorporated town the Tribes will not trade away any tribally owned trust or fee lots. Such lots will be available for leasing in accordance with the leasing policies of the Three Affiliated Tribes. 5. Revenue The Tribes shall not trade lands where the tribes will incur a loss of revenue. 6. Variances The Tribal Business Council, may on a case by case basis, make exemptions to the above when it is determined to be in the best interest of the Three Affiliated Tribes. BE IT FURTHER RESOLVED, That all individuals working for the Tribes (Councilman and Employees) shall be paid only from the Tribes' Payroll system which has been certified by the Tribes CPA firm and accepted by the Federal Government. BE IT FURTHER RESOLVED, That the Personnel Policies and Procedures manual, Section VI (D) (7) be amended to read as follows: 7. Salary: a. All individuals working for the Tribe, Councilman and Employees, shall be paid a salary utilizing the Tribal Payroll System; b. Salary payments will be made every two (2) weeks for the prior two weeks worked for employees, and for the prior and current week for the Councilman; c. Advances of salary will be given only when and employee or councilman has a death in the immediate As defined in Section V (D) (2) (C)3 family OR when the hospitalization of a member of his/her immediate family has created an extreme financial hardship; d. Salary advances shall be limited to 30% of the total wages earned for the current pay period, and shall be limited to the total time worked and/or leave accumulated at the time of the salary advance request.
