Mission Statement

The MHA Emergency Operations Center (EOC) is tasked with creating and maintaining the comprehensive framework that the reduce the overall vulnerability of communities and government infrastructure on the Ft. Berthold Reservation by coordinating and integrating all activities necessary to build, sustain, and improve the capability to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters.

The MHA EOC is focused on the implementation of effective and safe coordination and collaboration to assure a synchronized Whole Community approach to disaster/emergency consequence management and delivery of Core Capabilities across the 

Mission Areas of Prevention, Protection, Mitigation, Response, and Recovery.

About EOC:

RESPONSIBILITY

Emergency Management, Homeland Security, & a Type III All-Hazards Incident Management Team with
a focus on Search & Rescue/Missing Persons. The EOC is also a designated Public Health Authority
(PHA) during imminent or declared Public Health Emergencies, secondary to the Primary PHA, Dr. Anita
Martin-EMHC CMO.

MISSION

The MHA Emergency Operations Center is tasked with creating and maintaining the comprehensive
framework that will reduce the overall vulnerability of communities and government infrastructure on the
Ft. Berthold Indian Reservation by coordinating and integrating all activities necessary to build, sustain,
and improve the capability to mitigate against, prepare for, respond to, and recover from threatened or
actual natural disasters, acts of terrorism, or other man-made disasters.

VISION

Continue to progressively lead by example among tribal nations, local, county and state agencies in the
areas of Emergency Management and Homeland Security by providing a sophisticated, Nationally
Certified and Qualified All-Hazards Incident Management organization that combines the collective
talents and skillsets of multidisciplinary staff, a Whole Community Approach Collaboration, and the
capabilities of a state-of-the-art facility to prepare for and respond to all complex and large-scale
disasters in the Great Plains Region.

Incident Management

Incident Responses

Type I

National level resources are required, the incident will extend into multiple operational periods, all ICS Command and General Staff positions are utilized, and Branches need to be established.

Type II

Regional or National resources will be required, the incident will extend into multiple operational periods, most or all ICS Command and General Staff positions are filled.

Type III

Resource requirements will exceed the initial response resources, may extend into multiple operational periods, some or all ICS Command and General Staff are activated.

Type IV

Several single response resources required, response will be limited to one operational period, select ICS Command and General Staff activated only as needed.

Type V

One or two single response resources with up to 6 response personnel, Incident expected to last only a few hours, no ICS Command and General Staff positions activated.

The EOC develops and maintains continuity of operations plans (COOP) to ensure essential functions continue during emergencies, including backup facilities, communication systems, and essential personnel.

The EOC manages a wide range of emergencies including natural disasters (e.g., hurricanes, floods, wildfires), public health emergencies (e.g., pandemics), technological incidents (e.g., hazardous materials spills), and other significant incidents affecting public safety and welfare.
