Mission Statement
The Three Affiliated Tribes Victim Services against Violence,
Tribal Program, has been created for purpose of Empowering individuals who are abused, victimized, in Economic distress, in emotional crisis or in need of resources,
Information and referral.
The TAT Victim Services recognizes that lives of individuals
And families cannot be separated from the life of the
Community, and will work towards increasing public Awareness and to provide educational services.
The program acknowledges the importance of interaction
And cooperation between the TAT Victim Services, Law Enforcement, Social Services, School systems, churches, Communities, and other Services Providers.

Section 5-18-102 Policy and Purpose Statement
- The Three Affiliated Tribes values the sanctity of the family and the physical and mental health and well-being of all individuals within the Fort Berthold Reservation. Upon review of statistics and testimony presented with regard to the effect of domestic violence on the Reservation, the Tribal Business Council finds that domestic violence is a matter of serious concern to the Tribes. It is a disruptive and unhealthy influence on personal, family, and community life and is in no way a part of, nor consistent with, the traditions and customs of the Tribes.
- The Code shall be liberally construed and applied to promote the following purpose:
- a. To assure victims of domestic violence the maximum protection from abuse that the law can provide.
- b. To create an efficient remedy to discourage violence and harassment against family or household members.
- c. To expand the ability of law enforcement officers to assist victims, enforce the law effectively in cases involving domestic violence, and to prevent further incidents of abuse.
- d. To facilitate enforcement of the criminal law by deterring and punishing violence against family or household members and others who are personally involved with the perpetrator.
- e. To recognize that battering is a crime that will not be excused or tolerated.
- f. To provide for orders for protection against domestic violence.

6. “Domestic Violence Program” Means a program whose major purpose is to provide services to victims of domestic violence and their children, including, but not limited to victim advocacy, counseling, shelter, information, referral, accompaniment, community education, and prevention.
